Guidance for Australian businesses and organisations

 

The illegal logging documents due diligence tools and guidance materials are provided for the following two groups of Australian industry:

 

  • Domestic processors of raw logs
    (that is Australian sawmills, pulp and paper mills and so on);
  • Importers of regulated timber products into Australia 
    (importers of most timber, pulp, paper and wood furniture products).

Provides an overview for domestic processors of the Australian Illegal Logging Prohibition Act, the Regulation and domestic processors obligations.

 

Domestic Processor Due Diligence Summary Template (.docx)

A one page template which can be used by domestic processors to summarise their supply and the documentation that the supplier of raw logs has complied. To be used in conjunction with the relevant State Specific Guideline(s) currently being prepared by Department of Agriculture in conjunction with State and Territory Governments.

A template of a letter for importer informing suppliers about your due diligence requirements and asking for information about supply of timber and timber products. The template is not necessarily for use for all suppliers and should only be used where necessary and as described.

A template to for importers to overview their due diligence system and summarise their due diligence for particular suppliers and/or regulated timber products.

A template for importers to complete to authorise their customs broker to answer the additional Customs Community Protection Question. Also includes a decision tree to assist importers in their answer to the Question.

An MS Word template of a manual for due diligence for a company. The use of the manual is OPTIONAL. If it is used it must be adapted and revised by a company as their circumstance demands.

FS-01: Importers Overview

Provides an overview for importers of the Australian Illegal Logging Prohibition Act, the Regulation and importers obligations.

 

FS-02: Regulated Timber Products

Clarifies the list of regulated timber products in plain English, explaining what is not regulated as well as the products exempt from the Regulation.

 

FS-03: Country of Harvest Risk

This information sheet includes key indicators of risk of illegal logging at a country level including:

  • Transparency International's Corruption Perception Index (CPI) of major wood supply countries;
  • NEPCon's FSC Global Forestry Register.

A list of the status of countries negotiating Voluntary Partnership Agreements (VPAs) with the European Union (EU) as part of the EU's FLEGT (Forest Legality Enforcement Governance and Trade) Program.

 

FS-04: CITES, Australia and Timber and Timber Products

While only small volumes of timber imported into Australia are entered via the CITES (Convention on International Trade in Endangered Species) permit process the listing of species in one of the CITES appendices is a key indicator of increased risk of illegal logging. This information sheet explains the process and the implications of listing.

 

FS-05: PEFC Endorsed Forest Management and Chain of Custody Standards

Lists the numerous (>30) forest management and chain of custody standards endorsed by PEFC (Programme for Endorsement of Forest Certification). PEFC endorsed forest management certification is a recognised Timber Legality Framework under the Australian Illegal Logging Prohibition Regulation.

 

FS-06: Indonesia TLAS / SVLK & FLEGT / V-legal

Information on the status of the Indonesian timber legality assurance system (TLAS or SVLK) mechanism for most timber product exports from Indonesia. Includes sample V-legal licenses.
