Brown Marmorated Stink Bug Season 2015-2016

Who does this notice affect?

This notice is of interest to clients in the import and shipping industry, including importers and customs brokers. It concerns those involved with the importation of targeted break bulk and containerised vehicles (including boats) and machinery shipped from the mainland United States from 1 September 2015 to 30 April 2016 inclusive.

What has changed?

1. The Department of Agriculture has further refined the measures to manage the 2015-2016 seasonal risk of brown marmorated stink bug infestations in sea cargo from the United States.

  • Tariff 8703.10.00 (Vehicles specially designed for travelling on snow; golf cars and similar vehicles) is now exempt from the measures.
  • Tariff 8703.10.00 covers small transport vehicles such as golf buggies and snowmobiles which are at low risk of infestation based on interception data. These vehicles do not contain cabins in which stink bugs may shelter, and are small and therefore more likely to have been stored indoors.
  • Larger vehicles, such as the snow vehicles and snow ploughs covered by tariff 8430, are not exempt from the measures.

2. This notice also provides clarification regarding pre-treatment for break bulk target cargo.

  • New and used break bulk cargo treated before 1 December must be treated within 96 hours of loading. Break bulk cargo treated on or after 1 December can be treated at any time before loading.
